At the bottom of that page, Google walks you through the process of setting up a subscribed link. Basically, you provide the location of a URL/RSS feed, and then Google crawls the information on your site.
You can then create a button, e-mail your list, etc. and your subscribers or customers, with a Google account, can click on it and subscribe. Then, when they search for anything that has content related to what you provide, your listing will show up as the 4th search result.
This is perfect for blogs, as you can easily provide the RSS feed URL of your blog.
